Final Rule: Mariner Credentialing Program Transformation

The Coast Guard has issued a Final Rule updating the accepted payment method for required mariner credentialing fees, removing the requirement for prospective mariners to take an oath before an authorized official, and changes the format requirements for the Certificates of Discharge.

Final Rule: Electronic Submission of Mariner Course Completion Data and Changes to Endorsement Titles

The Coast Guard has published a Final Rule requiring Coast Guard approved training providers to electronically submit student course completion data to the Coast Guard within 5 business days of completion. Additionally, this Final Rule, updates certain officer and rating endorsement to be gender neutral.

The Coast Guard has published a Notice of Proposed Rulemaking (NPRM) in the Federal Register proposing updates to the Merchant Mariner Credentialing Program (MCP) for the submission of information, fee payments, and technical updates.

Coast Guard Announces New Merchant Mariner Credential

The U.S. Coast Guard announced a new merchant mariner credential (MMC) set to launch on March 1, 2024. This milestone marks the first comprehensive revision of the mariner credential in nearly a decade and is strategically designed to enhance both the quality of service and security within the Marine Transportation System (MTS). As the exclusive source of U.S. mariner credentials, the Coast Guard will continue to grant these credentials to mariners who meet the necessary qualifications and suitability criteria, enabling them to serve on U.S. flagged vessels.

National Merchant Marine Personnel Advisory Committee Meeting

The National Merchant Marine Personnel Advisory Committee will conduct a series of meetings over two days in Bronx, NY to discuss issues relating to personnel in the United States Merchant Marine including the training, qualifications, certification, documentation, and fitness of mariners. All meetings will be open to public.
