Data availability in support of Navigation Safety Risk Assessments for Offshore Renewable Energy Installations.

The Coast Guard established a Geographic Information System (GIS) layer for OREI developers to access Coast Guard case data required to be analyzed under NVIC 02-23. This data is required to complete a Navigation Safety Risk Assessment as part of the Construction and Operations Plan for Offshore renewable Energy Installations, required by the Bureau of Ocean Energy Management.

The Assistant Commandant for Prevention Policy updated guidance to field units, federal agency partners and offshore renewable developers on our roles and responsibilities in offshore development on April 12, 2024. To complete Navigation Safety Risk Assessments in accordance with this guidance, industry must receive and analyze Coast Guard Search and Rescue Data and data on Reportable Marine Casualties. This data is now available on the ESRI cloud for industry access. It will be updated monthly for recency and accuracy.
