The Coast Guard has published Navigation and Vessel Inspection Circular 02-23: Guidance on the Coast Guard’s Roles and Responsibilities for Offshore Renewable Energy Installations (OREI) on the Outer Continental Shelf (OCS).
The Assistant Commandant for Prevention Policy has released updated guidance to field units, federal agency partners and offshore renewable developers on our roles and responsibilities in offshore development. This NVIC replaces NVIC 01-19 updating Coast Guard organizational roles, applying technological advancements in the industry, and promulgating processes for review and analysis of navigation safety risk assessments. This guidance provides updates that reflect authority shifts in the Department of Interior from the Bureau of Ocean Energy Management to the Bureau of Safety and Environmental Enforcement as well as updated tables that define for developers which level of Coast Guard unit is responsibility based on the stage of the BOEM leasing process. Clarified roles and responsibilities provide streamlined channels for communications and improved efficiency in the review process.
